Siam Royal View Marina Rules and Regulations

Rules and Regulations V1: May 2025

Siam Royal View Marina Rules and Regulations provide important information for boat owners, marina guests and visitors using the Blue Haven Bay marina facilities on Koh Chang. These guidelines help ensure safety, environmental protection and a pleasant experience for everyone.

General

  • All boat owners must follow Thai laws and Marina rules.
  • “The Company” refers to Siam Royal View Marina Co.,Ltd.
  • “Siam Royal View Marina” includes:
    • Boat storage
    • Boat lagoon
    • Waterfront and breakwater
    • Floating pontoon system
  • “Berthing agreements” are contracts allowing berth use at Siam Royal View Marina.
  • Non-compliance may result in action by Management.
  • Complaints or suggestions should be directed to the Marina Manager.

Facilities Usage

  1. Use shore power when berthed.
  2. Management may assign alternative berths when needed.
  3. Power (220V/50Hz) and fresh water available at each berth. Secure cables and hoses properly.
  4. Report berth damage immediately to the Dock Master.
  5. All payments are cash only, unless approved in writing.

Conduct Expectations

  1. Maintain respectful behavior toward others in the marina.
  2. Owners are responsible for their guests, family, and crew.
  3. Visitor cards must be worn at all times.
  4. Pets must be leashed or caged and cleaned up after.
  5. Children must be supervised—no running on piers.
  6. Do not obstruct or interfere with marina staff.
  7. Keep noise levels (engines, radios) reasonable.
  8. Prevent fuel/oil spills and limit smoke emissions.
  9. Pollution penalties:
    • 1st offense: up to THB 5,000 + cleanup
    • 2nd offense: up to THB 15,000 + cleanup
    • 3rd offense: up to THB 25,000, lease termination
  10. No waste discharge within 3 nautical miles of marina.
  11. Sound horns only in emergencies or navigation.
  1. Permanent living aboard vessels is prohibited. Temporary stays on weekends or for preparation of special activities are allowed only with prior Management approval.
  2. No laundry may be hung in visible areas.
  3. No structures (temporary or permanent) may be built on pontoons or in the water.
  4. All vessels and trailers must be well-maintained and mobile. Management has the right to inspect or repair defective trailers at the owner’s expense.
  5. Selling vessels within the marina is only permitted through the official Company brokerage.
  6. No commercial use of vessels or Marina facilities is allowed without written approval and fee payment.
  7. Boat boys may only be hired through The Company. Soliciting them for private employment is strictly prohibited.

Safety and Security

Emergency Preparedness

  • Boat owners must leave a spare key with the Marina Office.
    Note: The Company is not responsible for damage during emergency entry if no key is provided.

Walkway & Equipment Rules

  • No supplies, lockers, chests, or debris on walkways.
  • All mooring lines, hoses, and cables must be neatly coiled to avoid obstruction.
  • Improperly stored hoses or cords may be confiscated by Management.

Storage and Equipment Placement

  • Dinghies, sail boards, and related gear must be stored on vessels or in approved boat storage only.
  • Items left unattended may be removed by the Dock Master.

Minimum Safety Equipment Checklist

Each vessel must meet these minimum standards:

  • 1 life jacket per person
  • 1 life buoy per 4 persons (excluding small craft)
  • 1 2kg dry powder fire extinguisher per 10 ft. of vessel length
  • 1 first aid kit
  • 1 flashlight with spare batteries and bulbs
  • 1 refuse bin with 4 spare garbage bags
  • 3 handheld flares
  • 1 VHF marine radio (highly recommended)
  • Bilge pumps (hand or electric) / hand bailing for vessels under 20 ft.
  • Fenders:
    • 2 for vessels < 25 ft.
    • 1 per 10 ft. LOA for vessels > 25 ft.
  • 5 mooring ropes, each at least the LOA of the vessel. If a vessel fails the safety checklist, the owner has 1 month to comply.  Failure to comply after the grace period may result in termination of the berthing agreement.

Prohibited Activities

  • No open fires, cooking, or charcoal usage (except in designated land areas)
  • No smoking within the marina
  • No fishing
  • No swimming or diving (diving only permitted for hull checks with prior approval)

Operational Safety

  • The Dock Master may inspect, enter, or relocate vessels during emergencies.
    The Company is not liable for damages resulting from such actions.
  • Refueling is only permitted at designated fueling docks:
    • No smoking, open flame, or running engines during refueling
    • Boat owners are responsible for their own refueling and must sign the docket
    • Payment: cash only

Vessel Movement & Access Control

  • Only registered owners may authorize vessel movement.
  • If others (family/friends) will use the vessel, provide written notice to the Marina Office in advance.

Personnel Rules

  • Entry inspections may be conducted for baggage and equipment.
  • Report problematic personal crew members to the Dock Master for entry restrictions.

Damage and Liability

  1. Boat owners must have complete marine insurance including hull and liability coverage.
  2. Boat owners are responsible for any damage caused by their vessel’s wake or wash.
  3. All access toSiam Royal View Marina is at one’s own risk—The Company accepts no responsibility for any loss, damage, or injury.
  4. Siam Royal View Marina staff will secure banging sailboat halyards if neglected, and charge THB 200 per service.

Navigation Rules (See also: Rules of the Road)

  • Operate vessels with caution, avoiding danger or inconvenience to others.
  • Follow all Marina Office instructions for vessel movement.
  • Vessels (excluding small dinghies) must enter/exit under power, not sail.
  • Sails must be hoisted/lowered outside the entrance channel.
  • Speed limit: 5 knots maximum. Vessels creating big wash must go slower.

Violations incur penalties/fines (THB 1,000).

Berthing

  • No vessel may berth without Management’s prior approval and submission of:
    • Mooring application
    • Proof of ownership
    • Valid boat registration/license
    • Valid insurance certificate
  • Berths are assigned to vessels, not boat owners. Substitutions require new approval.
  • Movement within the marina must be approved by the Dock Master.
  • Improperly secured vessels will be corrected by staff and charges will apply.
  • Notify Marina Office (Tel: +66 (0) 81 407 8904) when leaving or returning, including:
    • Duration of absence
    • Destination
    • Estimated return time
    • Staff can assist with berthing
  • Loading/unloading hours: 08:00–17:00 (exceptions with prior approval).
  • Only authorized individuals may remove vessels. Owners bear all responsibility.

Maintenance and Repairs

Boat owners may conduct repairs if:

  • The vessel is moved to a designated work area with scheduled booking and fee paid.
  • No hazardous materials or waste (e.g., paints, oils, solvents) are discharged into the water.
  • No prolonged or high-speed engine operation during service.
  • Outside contractors may work only if:
    • Pre-approved by Marina Office
    • Provided written authorization from the boat owner
    • Pay admission fee (THB 60/day/person)
  • Unregistered or unauthorized service workers may be prosecuted as trespassers.

Boat Crew Regulations

  1. Crew ID cards are required for independent marina access.
  2. Entry only permitted with a valid card or accompanied by the boat owner.
  3. ID cards are non-transferable and must be shown upon request.
  4. Cards may be revoked for misconduct or rule violations.
  5. When employment ends, boat owners must return the crew’s ID card.
  6. Lost cards must be reported and replaced at a cost of THB 100.

Rules of the Road

  1. Rules are in place to manage all vessel movements within and around Siam Royal View Marina.
  2. Coral heads flank the entrance channel—small vessels must yield to larger or deeper-draft vessels.
  3. Speed limit: 5 knots max (or less, if your wake is disruptive).
  4. Keep to starboard when entering/leaving; pass port to port.
    • No overtaking inside the marina or channel.
  5. Signal system:
    • Incoming vessels: 1 prolonged 5-sec blast at 200m
    • Outgoing vessels: respond with same if about to exit
  6. Large vessels (over 65 ft.) or those with special conditions must:
    • Call Marina Office 30 minutes prior (Tel: +66 (0) 81 407 8904)
    • Vessels 100+ ft.: 60-minute ETA notice, signal at 1000m and 500m
  7. Departing vessels have priority unless:
    • Incoming vessel gives danger signal
    • Dock Master overrides
    • Red flag is raised at port entrance breakwater
  8. All non-dinghies must enter/exit under power only.
  9. Vessels under way in fairways have right of way over those leaving/entering slips.
  10. Violators will face disciplinary action under Siam Royal View Marina rules.
